【摘要】:Environmentaldataareoftenrequiredformakingregulatoryandprogrammaticdecisions.Thesedatamustbeofknownqualitycommensuratewiththeirintendeduse.Datagenerationeffortsinvolvethefollowing:establishmentoftheDQOs;designoftheprojectplantomeettheDQOs;implementationoftheprojectplan;andassessmentofthedatatodeterminewhethertheDQOshavebeenmet.Certainminimalcriteriamustbemetbythefieldandlaboratoryorganizationsgeneratingenvironmentaldata.AdditionalactivitiesmayberequiredbasedontheDQOsofthedatacollectioneffort.ThispracticedefinesthecriteriaforfieldandlaboratoryorganizationsgeneratingenvironmentaldataandidentifiessomeotheractivitiesthatmayberequiredbasedontheDQOs.ThispracticeemphasizestheimportanceofcommunicationamongthoseinvolvedinestablishingDQOs,planningandimplementingthesamplingandanalysisaspectsofenvironmentaldatagenerationactivities,andassessingdataquality.EnvironmentalfieldoperationsarediscussedinSection7,andenvironmentallaboratoryoperationsarediscussedinSection8.1.1Environmentaldatagenerationeffortsarecomposedoffourparts:(1)establishmentofdataqualityobjectives(DQOs);(2)designoffieldmeasurementandsamplingstrategiesandspecificationoflaboratoryanalysesanddataacceptancecriteria;(3)implementationofsamplingandanalysisstrategies;and(4)dataqualityassessment.Thispracticeaddressestheplanningandimplementationofthesamplingandanalysisaspectsofenvironmentaldatagenerationactivities(Parts(1)and(2)above).1.2Thispracticedefinesthecriteriathatmustbeconsideredtoassurethequalityofthefieldandanalyticalaspectsofenvironmentaldatagenerationactivities.Environmentaldatainclude,butarenotlimitedto,theresultsfromanalysesofsamplesofair,soil,water,biota,waste,oranycombinationsthereof.1.3DQOsshouldbeadoptedpriortoapplicationofthispractice.DatageneratedinaccordancewiththispracticearesubjecttoafinalassessmenttodeterminewhethertheDQOsweremet.Forexample,manyscreeningactivitiesdonotrequireallofthemandatoryqualityassurance(QA)andqualitycontrol(QC)stepsfoundinthispracticetogeneratedataadequatetomeettheprojectDQOs.TheextenttowhichalloftherequirementsmustbemetremainsamatteroftechnicaljudgementasitrelatestotheestablishedDQOs.1.4Thispracticepresentsextensivemanagementrequirementsdesignedtoensurehigh-qualityenvironmentaldata.Thewordsx201C;must,x201D;x201C;shall,x201D;x201C;may,x201D;andx201C;shouldx201D;havebeenselectedcarefullytoreflecttheimportanceplacedonmanyofthestatementsmadeinthispractice.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.Note18212;AcompletetableofcontentsofthispracticeisgiveninAppendixX1.
